The "Amazing Meal" looks nice but it is about $2 a serving. Although I guess if you use it as a meal replacement it isn't that bad then. After all I don't think you could ever find a meal that nutritious for $2 on the go.

You'll want to find a power supply that runs 12+ amps @ 3.3V. Certain converted computer supplies are good or you can go with a Meanwell adapter like this one:

Yeah there are plenty of decent goggles out there. There is different ratings for the goggles, which will dictate exactly how much light (& what mW) will be able to penetrate them. NOdak is correct. The amount of amps is split between the different "rails" (12V, 5V, 3.3V etc). With the newer model power supplies there is less emphasis on the 3.3V rail because most of the high end computer components demand higher voltages than most of the older style computer components. If it is just incidental exposure you probably have nothing to worry about. I have been using my cluster for a year and haven't noticed any adverse side effects on my vision. Actually skin topicals should be acidic as that is what our skin is naturally.
For example Vitamin C topicals are more effective i.e. better adsorption at pH level of about 5 or 4.
I like the idea though of many people trying out the same topical pre-LLLT though.
